UN Security Council Approves Donald Trump's Gaza Strip Proposal
The UN Security Council has voted to endorse proposals presented by Donald Trump for securing a lasting peace in the Gaza Strip, encompassing the stationing of an international stabilisation force and a eventual path to a sovereign Palestinian state.
Unanimous Approval with Key Absent Votes
The resolution was adopted by a count of thirteen in favor, with China and Russia abstaining. Washington's diplomat the US ambassador addressed the international body that it mapped “a different path in the region for Israelis and Palestinians and all the people of the region alike”.
Negotiated Language on Independence
Addition of allusions to an sovereign Palestinian state was the concession the United States offered for support from the Arab and Islamic world, who are anticipated to contribute security forces for the international stabilisation force (ISF).
“Provisional steps that we embark on today must be executed in accordance with international law and respecting Palestinian rights,” Britain's representative stated.
Government Opposition Continues
Nevertheless, on the brink of the UN vote, Israeli prime minister Netanyahu reiterated his cabinet's adamant opposition to the creation of a Palestinian state, raising questions on whether the Israeli government will permit the enactment of the internationally endorsed measures.
Central Components of the Measure
- Swift elimination of remaining curbs on humanitarian aid into Gaza
- Establishment of an multinational peacekeeping unit
- Progress on restoration and a potential “avenue to Palestinian independence and sovereignty”
Ambiguous Phrasing and Conditions
The inclusion to independence was a compromise addition to an original American proposal which omitted it. However the language is ambiguous and contingent, declaring only that once the Palestinian leadership has implemented reforms and the restoration of the strip is progressing, “the conditions may ultimately be in place for a realistic route to Palestinian sovereignty and sovereignty.”
Global Feedback
The wording did not meet of the definite pledge to the establishment of a sovereign Palestine next to Israel requested by Arab countries, as well as EU representatives, but in statements to the assembly after the vote, delegates from those countries said they were willing to endorse the compromise in the interests of extending the present ceasefire and prompt actions to provide for and safeguard the 2.2 million Palestinian people in Gaza.
“Algeria has ultimately decided to support of this resolution, a measure that we approve its primary aim, namely the preservation of the truce and the creation of situations permitting the Palestinians to exercise their immeasurable rights to independence and nationhood,” Amar Bendjama declared.
Execution Hurdles
The proposal grants general supervisory power to a “stabilisation committee” headed by Donald Trump, but of unspecified participants. The board has to update the UN but it is not bound by the wishes of the UN or by the Palestinian leadership.
It also calls for the formation of a expert Palestinian panel that is expected to manage routine management of the Gaza and the provision of utilities, but it is far from clear who would take part.
Security Force Authority
The mandate of the international stabilisation force gives it authority to disarm and dismantle armed groups in the territory, but it is highly uncertain that possible sending countries would be willing to face such groups. No country has to date agreed to sending peacekeepers.
Furthermore the standards for changes to the PA, the requirement towards moves to a sovereign Palestinian, have been hazy.
European officials said they viewed it as pressing that the members of the specialized group to deliver services was determined as promptly.
